Bikers Against Child Abuse Vice President Arrested

Buffalo, New York, USA (April 11, 2025) - The Buffalo chapter vice president of Bikers Against Child Abuse (BACA) was arrested Wednesday for sex crimes against children. John Todaro, 49, of Amherst, was allegedly found to be in possession of child pornography following an Internet Crimes Against Children investigation. He was also disseminating child pornography, officials said.
 


Police said Todaro would have had opportunities to be around children in his role. The BACA website says at least two members must be present to meet with a child to protect against accusations of child abuse. Background checks are necessary to become members. Todaro was charged with promoting a sexual performance by a child and possessing a sexual performance by a child.



The Buffalo chapter of Bikers Against Child Abuse said in a statement it is "deeply troubled" by the charges. "The reported actions represent a serious breach of the values and mission we uphold. Such behavior is unacceptable to our organization and stands in direct violation of our strict code of conduct." the chapter said in a statement. "Upon learning of the allegations, our leadership took immediate and decisive action to permanently remove the individual from our organization."

He was released on his own recognizance and is expected back in court in May.

The organization says on its website that it's a nonprofit that "exists with the intent to create a safer environment for abused children."

If a child is "frightened by his or her environment," an agency or individual can refer them to BACA, which makes sure the case has been reported to appropriate authorities. The BACA chapter will ride to meet with the child and give them a biker vest and assigns them two primary contacts they can call for support. The contacts may ride by the child's home or have a presence in their neighborhood if they feel intimidated, attend court hearings and interviews or even physically intervene if further violence occurs, the site says.

"Prior to becoming the primary contacts for the child, the bikers are cleared for participation by passing an extensive background check, have ridden with the Chapter for at least a year, and have received special instructions from the Licensed Mental Health Professional," the site says.

Chicago police aim to stop reckless stunt riders

Chicago, Illinois, USA (January 10, 2019) BSB — Responding to growing complaints about packs of reckless motorcycle riders, Chicago police told aldermen they taking a more proactive approach to reining in swarms of bikers who speed down streets and expressways, performing dangerous stunts that put themselves and others at risk.

Stunt rider motorcycle groups have become more popular in recent years, Chicago Police Cmdr. Sean Loughran, who heads the department’s Special Functions Division, said at a City Council Public Safety Committee meeting on the problem.


Office of Emergency Management and Communications executive director Rich Guidice said there were approximately 1,100 calls to 911 last year complaining about dangerous motorcycle groups.

Rather than trying to stop the groups after they’ve started speeding through the city, police said they plan to keep track of the groups on social media, in an effort to stop large stunt rides before they start.

CBS 2’s Jim Williams has previously reported the stunt biker groups, which frequently post social media videos of themselves popping wheelies, speeding down sidewalks, and blowing through red lights and stop signs, sometimes coming within inches of hitting pedestrians crossing the street.

Ald. Pat Dowell (3rd), who called on the Chicago Police Department and OEMC to detail their plans to address the dangerous motorcycle groups, said they often ride in groups of 200 to 300 people, speeding down expressways, Lake Shore Drive, and even side streets, ignoring all traffic laws, and putting other motorists and pedestrians in danger.

Loughran said part of the challenge in cracking down on the groups is that chasing them isn’t worth the risk, because it would only put more lives in danger, and actually give the stunt riders what they want – a chance at making a viral video of a police chase.

“These individuals, the worst bad actors, they’re not stopping. In fact, they want you to chase them,” he said. “Many of the riders actively intend to goad law enforcement, on camera, into chases during these drag races, which only heightens the potential danger.”

Police said they plan to focus on using social media to find out when the groups are planning a ride event, and either putting a stop to dangerous motorcycle rallies before they start, or using helicopters to track the groups until they stop, and then handing out tickets, or making arrests if necessary.

“The key to this is when they’re at the rallying points, and swarming with a task force approach,” Loughran said. “We want to flood that area, and get them off their bikes while they’re revving their bikes.”

Ald. Brendan Reilly (42nd), who said the stunt riders are a frequent problem on Lower Wacker Drive, said police should also rely on a new ordinance the City Council passed last summer, increasing the penalties for street racing. Racing drivers now face fines of $5,000 to $10,000 for each offense. “Lean on that section of the code. Write those violations, because I’ll tell you, a $5,000 ticket, that gets some attention real quick,” Reilly said.

Loughran said police also can sometimes seize a rider’s motorcycle, if they’re arrested for committing a misdemeanor or felony, or if they don’t have the proper license or registration. “A lot of the motorcycle riders will intentionally never have license plates affixed on their vehicle, or will bend the plates up, or will remove them when going on these rides,” he said.


Police said riders also often outfit their bikes with illegally modified exhaust systems, or simply remove their mufflers, to create more noise. Those violations carry a $500 fine per day.

Ald. Brian Hopkins (2nd) introduced an ordinance last year that would have required the city to install six noise monitors along Lake Shore Drive to help document the extent of the problem of noisy motorcycle groups.

However, Hopkins said the city already is authorized to install those monitors under a 2017 state law, and he said the mayor’s office has agreed to install them along Lake Shore Drive this year.

The alderman said the data from the noise monitors not only will help police investigating the motorcycle groups, but provide the City Council with data to determine if any laws need to be changed to improve enforcement.

Harley: Too many used bikes hurting new sales

Milwaukee, WI (October 1, 2018) BSB — Harley-Davidson Inc. is facing a particularly tough competitor for new riders: its own used motorcycles.

Three used Harley's are sold in the U.S. for every new one. A decade ago, it was the other way around. New motorcycle sales in the U.S. are down by half from a 2006 peak, while used sales are up 13%.

Milwaukee-based Harley in 2018 is heading for its fourth straight year of declining sales as the company’s core older customers scale back purchases while younger riders fail to pick up the slack. A glut of used Harley-Davidsons has emerged after years of strong sales growth and production volumes, and offers a variety of choices for those unwilling to splurge on pricey new models.

“It comes down to price, always,” said Jim McMahan, co-owner of a Harley dealership in Greensburg, Pa. “There are people who just don’t want to spend $18,000 to $25,000 on a new motorcycle.” Used Harley's in good condition can cost less than $15,000, dealers say.

Harley wants to reverse its sales slump by drawing new riders with 16 middleweight bikes it plans to roll out by 2022. Among them will be the company’s first electric model, debuting next year.

Harley hasn’t released prices for the new bikes, but dealers expect many of the models will be cheaper than the big bikes that make up the core of the current lineup. Offering more motorcycle choices at lower prices could lure younger riders to the Harley brand for the first time and help offset slumping sales of traditional models.

Heather Malenshek, Harley’s vice president of marketing, said used Hogs aren’t the company’s biggest problem. “The greatest challenge is to bring younger people into the sport,” she said. “Our used motorcycle base is a great way to get them in.”

But some Harley fans—including one Harley salesman—say the price of a new Harley deterred them from buying one. John Call, 31 years old, has sold Harleys at a dealership outside of Cleveland since 2016. In buying his first Hog last year, he chose a used 2009 Dyna Fat Bob for just under $10,000.

“A new Harley isn’t really practical for me,” he said. “I’ve got a growing family.”

Harley-Davidson motorcycles tend to have long lives. They don’t wear out easily or go out of style quickly and owners tend to take care of them, making the bikes appealing in the used-motorcycle market.

Harley has struggled to lessen its reliance on baby boomers, whose growing discretionary income and passion for hobbies including motorcycle riding brought the company back from the brink of bankruptcy in the early 1980s. Now, those riders are aging and buying motorcycles less frequently. But younger riders often can’t afford as many bikes as their parents or don’t see themselves living the Harley free-spirit lifestyle.

In response, the company is pursuing younger people who don’t fit the profile of a typical Harley fan: male and clad in a black T-shirt and leather vest. On Monday, Harley said it would start selling its popular branded apparel through Amazon.com Inc. Currently, Harley apparel is sold through the company’s website or at dealerships.

Two of Harley’s new models will be dual-purpose bikes for riding on both paved and unpaved roads, a motorcycle category that is growing in popularity in the U.S. Nine will be sports bikes with racing-style body features and seating to reduce wind drag. Harley doesn’t currently compete in either of these categories.

Some dealers said they doubt customers for those kinds of bikes will one day trade up for a new, expensive Hog. Ms. Malenshek acknowledged some might not, but said Harley also needs to accommodate riders who aren’t interested in its traditional models.

“The point of all of this is bringing new customers into the brand that weren’t there before,” she said. “They don’t all want to be in the lifestyle. You can have Harley on your terms.”

The new models are also designed to attract riders overseas, where Harley wants to generate half its sales a decade from now, up from about 39% currently. Harley in June said it would shift production of motorcycles bound for Europe out of the U.S., after the European Union imposed what would have amounted to a roughly $2,200 tariff on each Hog imported from the U.S.

President Trump and unions representing Harley workers said Harley was using the trade fight to justify existing plans to move production overseas. Harley said that assertion was false.

Many foreign markets are dominated by Harley’s competitors. Japan’s Kawasaki Heavy Industries , Suzuki Motor Co. and Honda Motor Co. make popular utilitarian bikes, while Germany’s BMW AG and Italy’s Ducati, owned by Volkswagen AG , make higher-priced models.

Harley faces those same competitors in the U.S., too, along with a resurgent U.S-based competitor in Indian Motorcycles, owned by Polaris Industries Inc.

Harley still accounts for about half of sales of U.S. motorcycles built for riding on highways. That share has held steady in recent years even as its own sales stalled because the market for new motorcycles overall has shrunk since the 2008-2009 recession.

And some riders of used Harley's do eventually buy a new one. Sarah Pellatiro of New Kensington, Pa., bought a new Harley Sportster this year for just under $12,000 after riding a used version for three years. Ms. Pellatiro said she chose the middleweight bike over a larger, more expensive model because she was confident she could handle it in traffic after gaining experience with a used Sportster.

“I got that bike right when I was still learning how to ride,” said the 32-year-old photographer and silversmith. “I don’t think I’ll ever ride any brand other than Harley from here on.”
